Parent's Rights

 

As a parent you have the following rights with regard to your child's education:

1. The right to be informed about your child's teacher's

    qualifications.

2. The right to know how your child's school is performing on State

    Standards compared to other schools, the district, and the

    State.

3. The right to be informed about the options that you and your

    student have with regard to school choice, and supplemental

    educational services as outlined by No Child Left Behind.

4. The right to participate in the development and implementation of

    parental involvement activities at your child's school.

5. The right to participate in the development, implementation, and

    evaluation of the school's Title I program, if applicable.

6. The right to know how your student is doing in mastering the

    State Content Standards.

What are my child's teaching qualifications?

 

A parent has the right to know if their child is being taught by a teacher that is classified as highly qualified.  A parent may request from their school the professional qualifications their child's teacher.  The school district is required to notify parents if their child will be taught for more then four weeks by a person that is not highly qualified.  If you would like to know more about highly qualified teachers or paraprofessionals, please contact your child's school and visit with the principal.

 

 

Does your child qualify to transfer to another school?

 

 

One of the requirements of No Child Left Behind is that school district's must offer a choice for its' schools that did not making adequate yearly progress (AYP) for one full year.  There are four schools in our district that currently required to offer you choice: Roberts Elementary, Jefferson Elementary, Harwood Elementary, and Midway Middle School.  Students that are attending at one of these schools may qualify to transfer to Midway Elementary School.  Unfortunately, students attending Midway Middle School have not option to transfer due to our district only having one middle school.  If you are interested in transferring, please contact Don Bingham at 208-745-6693.

 

 

Does your child qualify for free tutoring?

 

 

No Child Left Behind requires that school's that have missed State Achievement targets for two or more years offer Supplemental Educational Services or in other words free tutoring.  In our district we have several schools that qualify under this designation: Midway Middle School, and Jefferson Elementary School.

 

If you child attends one of these schools and you meet certain prioritization criteria, your child may qualify for tutoring.  If you are interested in having your child receiving supplemental educational services (tutoring) please contact Don Bingham 208-745-6693. Understanding your child's test scores?


One of the most confusing parts of being a parent is trying to figure out what all the acronyms and results of all the test our students take mean.  The following information is meant to help you understand all of those crazy acronyms and also what the score results mean.

Acronyms -

NCLB - No Child Left Behind this is the federal law that all public schools in the State of Idaho fall under.  The main focal point of the law is to have all students proficient in the areas of Math, Reading, and Science by a given date.  The hallmark of this new law was parent involvement, state testing of students in grades 3rd through 8th and the 10th grade, and sanctions when the school did not meet specific goals set by the State of Idaho and approved by the Federal Government.

AYP - Adequate Yearly Progress is what schools are measured against.  Each year schools must move more and more students towards that overall goal of every student being proficient.  So not making AYP means that the school did not move enough of the students to proficiency in that year.  So if a school had 95% of there students proficient, but the State Goal was 96% then the school could fall into AYP and have financial penalties and programming consequences given to them.

ISAT - Idaho Standards Achievement Test is an assessment given to all 3rd through 8th grade students and 10th grade students to meet the testing requirements set by the Federal Government.  It is administered once a year for grades 3rd through 8th in the Spring and twice in 10th grade, once in the fall and again in the spring.  The test covers the following subjects: Math, Reading, Language Usage (Grammar and Writing), and Science.  In order to graduate from high school students must pass this assessment in Reading, Math, and Science.

IRI - The Idaho Reading Indicator is a short assessment given three times a year, Fall, Winter, or Spring in grades Kindergarten through 3rd.  It measures a students ability to read and checks to see if all the early requirements for reading are in place.

Test Score -

ISAT Test Scores - The ISAT is a three digit scale score.  That three digit number falls into four categories based upon the grade level of the student.  The four categories are Below Basic, Basic, Proficient, and Advance.  Here is a brief description of what each four categories:

Below Basic - This designation means that your child is about 2 school years behind according to the State Standards and needs additional help to catch up.  If your child is below basic there are some things that you can do.  Most schools have an after school program to help students catch up.  They may provide transportation, depending on the program.  Several schools have
free tutoring services that is offered at no cost to you.  There are also other programs that your child may qualify for to get additional support, such as Special Education, Limited English Proficient, Title I, Migrant, or Homeless.  You can contact your school for more information about these programs.

Basic - This category means that the student is almost at grade level but is lacking in specific areas or needs extra time to complete some of the standards.  For example, they may have a good understanding of how to read words, but struggles with understanding what those words mean.  There is help, such as after school programs, Title I, Special Education, Limited English Proficiency, Migrant Advocacy, and tutoring programs.

 

Proficient - This category means that a student is currently performing at grade level.  You child is where he or she needs to be and you should continue to encourage them and support them as they continuing studying and practicing the skills that they are learning in school.

 

Advance -Students that score in this area are performing above grade level.  Students should be encouraged to continue to go above and beyond on their daily assignments and also to develop their interests.  Parents can do this by exposing advance students to various sources of information such as museums, libraries, cultural events, art events, etc.
